The leaders of the “gang-of-three plus Madheshis” have agreed to promulgate an incomplete draft of the constitution by 27 May and they have also decided to transform the present Constituent Assembly into a parliament until the next general election is held. It has also been decided to resolve the remaining issues to be resolved by the parliament transformed from the CA. The agreement was signed by the leaders of three parties on Tuesday.
